My buddy Dizzyrez sent Club Penguin an email,asking if Aunt Arctic Or Hebert Are Coming To Club Penguin.
Here's The Reply He Got:

As you know that Aunt Arctic is working on a special suprise for The Penguin Times! And Aunt Arctic I think about 90% sure that she is coming this month. And for Herbert, I don’t think so. He is always mischief and we don’t want HIM to come here.

To get Blue Dragon Feet head to the 2nd page and click on the weird circle,
